Investment protection treaties generally provide for the obligation to treat investments fairly and equitably, even if the wording of the rule and its relationship with the customary international standard may differ. The open-textured nature of the rule, the ambiguous relationship between the vague treaty and equally vague customary rules, and States' interpretations of the content and relationship of both rules (not to mention the frequency of successful invocation by investors) make this issue one of the most controversial aspect of investment protection law. This monograph engages in a comprehensive analysis of the relationship between the international minimum standard and fair and equitable treatment. It provides an original argument about the historical development of the international standard, a normative rationale for reading it into the treaty rules of fair and equitable treatment, and a coherent methodology for establishing the content of this standard.The first part of this book untangles the history of both the international minimum standard and fair and equitable treatment. The second part addresses the normative framework within which the contemporary debate takes place. After an exhaustive review of all relevant sources, it is argued that the most persuasive reading of fair and equitable treatment is that it always makes a reference to customary law. The third part of the book builds on the historical analysis and the normative framework, explaining the content of the contemporary standard by careful comparative human rights analysis.

Population growth and the drop in the returns from the major cash crop (coffee) for small farmers are the main drivers that have influenced the farming systems and mobility of farmers in the Western Highlands of Cameroon. The main objective of the research that led to this book was to determine the interactions between farming systems and human mobility in this region of Cameroon. A comparative study was conducted through household and field surveys in three villages and conceptualized based on the systems approach. The different types of mobility were influenced by household social factors, the quest for 'high valued' farm Descriptions and hired labour. Urban-rural migration contributed to occupation diversification and social mobility. The sustainability factor was a function of land use intensity, intensity of off-farm inputs, the household adjustment factor and mobility of the household. The sacred groves were rich in plant diversity of varied ecological and economic importance. Nitrogen mining was common at all levels of the farming system. These determinants and types of mobility claims are pertinent to the research area; the sustainability results of the farming systems reflect the reality on the ground; the nutrient flux evaluated at the crop and farm levels constitute a valuable database for future research.

These have been largely subjective - the percentage of inspected classes regarded as good, the extent to which staff is involved in decision making, the appropriateness of the leadership shown by senior managers, and so on - if occasionally peppered with quantitative measures, like the percentage of students achieving certain grades in public examinations, to sustain the illusion of objectivity. This is not to fault the aspiration necessarily, though initially at least it created a surveillance culture in schools that did justice to neither the inspected nor the argument for inspection. Happily, this is changing.
